NHS England Board Publishes June 2026 Papers

NHS England has published the agenda and supporting papers for its public Board meeting held on Thursday 4 June 2026.
The papers cover Board committee updates, risk management, performance and delivery, the Month 12 financial position for 2025/26, equality duties reporting, and directions issued to NHS England.

The public Board meeting was scheduled for 11am on Thursday 4 June 2026 at Wellington House, London.
The agenda included the Chair’s opening comments, apologies, declarations of interest and approval of minutes from the Board meeting held on 26 March 2026.
Board committee updates were listed across several areas, including the People Committee, National Quality Board and Quality Committee, Research, Innovation and Growth Board, Data, Digital and Technology Committee, Strategy Committee, and Audit and Risk Assurance Committee.
The Board also considered a Risk Management paper, presented by the Chief Operating Officer and Director of Corporate Governance. The paper summarised the Strategic and Operational Risk Registers and reported that several strategic risks had reduced in score, reflecting NHS England’s view of clearer strategic direction, stronger governance and a shift from planning into delivery.
The performance and delivery update included the Integrated Performance Report and the Month 12 Financial Position 2025/26. The Integrated Performance Report provided data across NHS Oversight Framework ambitions and metrics, including access, effectiveness, patient safety, experience, workforce, finance and productivity.
The Month 12 financial paper reported the unaudited 2025/26 financial outturn, including the national revenue position, system deficits, efficiency delivery, agency spend and capital expenditure.
The Board was also asked to approve the Specific Equality Duties Review Report as at 31 March 2026. The report was produced to demonstrate how NHS England met its statutory requirements under the Equality Act 2010’s Public Sector Equality Duty and associated Specific Equality Duties between 1 April 2025 and 31 March 2026.
Two further papers provided updates on directions issued to NHS England by the Secretary of State for Health and Social Care. These covered the DigiTrials Recruitment Service Directions 2026 and the NHS Vaccination and Screening Directions 2026.
Why It Matters
The June 2026 Board papers provide a broad overview of NHS England’s current operating environment at the start of 2026/27.
The papers bring together several areas of system relevance: operational performance, financial control, risk oversight, workforce transition, quality governance, equality duties, data use and national directions. Taken together, they provide a public record of the issues being considered at Board level.

The risk papers show continued focus on strategic and operational risks including finance, workforce capacity, quality, cyber resilience, data breach, estates and organisational transition.
